Permit Fees False Alarm Charges Appeal Process

Registration / Renewal:

  1. Permit Registration :

    1. $41.00 for Residential
    2. $41.00 for Commercial
    3. $20.50 Senior (62 or older) / Low Income / Disabled

  2. Permit Renewal :

    1. $41.00 for Residential
    2. $41.00 for Commercial
    3. $20.50 Senior (62 or older) / Low Income / Disabled

Permit Period:
  1. All permits are valid for one year from the issue date and must be renewed annually by the Alarm User.

Permit Transfer:
  1. Permits cannot be transferred from one location to another or from one person to another.

All renewal invoices will be due within 30 days from the invoice date or the permit expiration date whichever is greater

Late fee for Registration or Renewal:

Billing Type:

  1. All false alarms will be accumulated and will be charged in the 12 month registration period.

Burglary/Robbery/Panic Hold Up:

  1. Registered location Fine Schedule:

    1. 1st false alarm: $25.00 (waived with online alarm school)

    2. 2nd false alarm: $50.00

    3. 3rd false alarm: $75.00

    4. 4th false alarm: $100.00

    5. 5th false alarm: $150.00

    6. 6th false alarm: $300.00

    7. 7th false alarm: $400.00

    8. 8th false alarm: $500.00

The alarm user can receive a waiver for the 1st false alarm fine in each registration period by completing the alarm awareness class and test within 30 days from the invoice date.


  1. Unregistered and expired permit location Fine Schedule:
    1. 1st false alarm: $250.00 (waived with permit application within 10 days)

    2. 2nd false alarm: $250.00

    3. 3rd false alarm: $500.00

    4. 4th false alarm: $1000.00

The alarm user can receive a waiver for the 1st false alarm fine if the alarm user registers for an alarm permit within 10 days from the invoice date

All false alarm invoices will be due within 30 days from the invoice date.

Late fee for False Alarms:

  1. NA

Alarm user/company has a right to appeal the false alarm fine or the suspension of the permit. Appeal request must be submitted to PM AM in writing within 20 days from the date of notification of such fine.

Appeal must be entitled “Appeal for Alarm Administrator’s Action”

PM AM will forward all documents provided by the Alarm user to the City’s Alarm Administrator for review and appeal processing. The City’s Alarm Administrator will inform PM AM of any adjustments which need to be made on the account once the appeal decision has been completed.

PM AM will notify the citizen of the appeal decision through the available means of correspondence.

Non-Compliance Permit Suspension

Alarm Company:

  1. NA

A permit can be suspended for following reasons:

  1. Excessive False Alarms: The Alarm Administrator may suspend an Alarm Registration if it is determined that the Alarm User has had four or more false Burglar Alarms within the one-year registration period.

  2. Non Payment: The Alarm Administrator may suspend an Alarm Registration if it is determined that the Alarm User fails or refuses to pay an Alarm Registration or Alarm Registration Renewal fee, False Alarm fine, or late charge.

Reinstatement Process

A permit can be reinstated as follows:

Excessive False Alarms:

  1. Pay all outstanding invoices

  2. Provide a work order reflecting inspection/repair of the alarm system by the alarm company.

  3. Complete an alarm awareness class and test

Non Payment:

  1. Pay all outstanding invoices

Government properties including but not limited to City, County, State, Federal and School Districts properties are not charged for registration/renewal fee and will be charged for false alarm fines, suspension etc.

City property would be fully exempt.

All registration-fee-exempted alarm sites are required to obtain and maintain a valid Alarm Registration for a Police response and are subjected to all other fees, fines and suspension enforcements, except when this action is prohibited by statute or through a court ruling.
